What law would you like to see created OR enforced?

I have been concerned about the number of people in jail for minor drug offenses. I would like to see these people released from jail. Of course, major drug lords/cartels should stay in prison. I think it is wrong to put non-violent drug offenders behind bars. A reform of our prison system is needed. Some prisons are too harsh and some are way too lenient. There must be a better way of punishing. This needs to start with law enforcement, the court system and the prisons/jails. We will NEVER be able to stop the trafficking of drugs into the U.S.  The victims of drugs and drug use need more compassion and help. Those in it for the money---they need to find another way.Is this reasonable--Not really.
